The short answer, is yes, some of them are. The problem is wading through the garbage to find the ones that are in fact, legitimate. That can be a daunting task by itself. About 90% of work that you will find online is garbage. The scammers of old simply have the internet as a new venue in which to spout their trash.
That makes it difficult for the companies who are legitimately looking for people to work at home for them. Most of these companies of course are looking for content writers, designers and other positions like that. It is a win-win for all involved. The company in question gets the service they were looking for, at reduced prices, while at the same time cutting out some overhead. It is a win for the worker because they can work from their home. There is no wear and tear on the car to get back and forth to work, and there is no extra time spent out of the house if you have to use public transportation.
